Why is it so hard to follow rules and guidelines?

rulesI wanted to give folks some food for thought as we head into the weekend. Why is it so hard for us to follow rules?. I am not refering to one single demographic but as humans in general. Here is the trigger for my vent:In my roundtrip day's commute of 50 minutes in the Bay Area, I see a minimum of 5 people talking on their phones while driving. Not just that, they expect fellow drivers on the road to understand that they are on a call to decide if OBL's body needs to be salvaged from the sea. Is it so hard to get a handsfree headset or to park the car and talk or to wait until they reach their destination to finish the conversation?. The law is there for a reason- to avoid accidents. Is the value of life so little that a phone call takes precedence?In restaurants and public places where there are seperate bins for regular and recylable trash, often times people will choose to dump in the bin closest to where they stand. Is it so hard to seperate the trash?. The reason for the guideline is for the betterment of all of us. Our existence in this Earth causes a significant amount of pollution that cannot be recouped. Let us atleast get the trash part accounted for.One of the stories I often hear about (including in my own family) is when folks are visiting from India. There are explicit and simple guidelines to how the travel needs to happen, carrying of food, luggage weight and such. But everytime, I hear of people violating rules and brazen about it. It is one thing to have to bring stuff over from India- bring it, declare and then let the authorities decide what to do. You take your chances and hope that it works out. If it doesnt, its not the airline's fault. If it does, good for you. No use blaming the airline for what was a rule violation in the first place.I'll get the one common argument out of the way- yes, I occasionally speed and yes, its a violation. I have been ticketed which made me a little wiser but not entirely. And hence the post. I am no different in being guilty of finding it hard to follow rules.
